EU – PHARE project for the Polish Government Foundation for Assistance Programme for Agriculture (FAPA) – 1997/98

Land Market Development in Poland. Project No P9312-05-05 (15 months). Setting up pilot land agency businesses in three very different areas of Poland, providing training courses and developing a computer property database to support the development of, and encourage an emerging dynamic land market.

Polish Government (FAPA) PHARE Funded Project for preventing degradation of Agricultural Land by creating Legal Regulations Consonant with EU Specimen in Domain of Procurement and Economic Use of Agricultural Property – 1998/99

The report aimed to provide advice and comparisons of trade in rural property throughout the EU and the legal arrangements made for it. It discussed the need for statutory changes and made proposals for executive action and amended statutory arrangements appropriate to the EU and for the improvement of Polish Agriculture purchase of
agricultural land by foreigners, speculation in land, farming structure and inheritance laws. Recommendations centred on liberalising land markets, taxation, restrictions on classes of potential purchases of farmland, enancy law, farm amalgamation and consolidation. Generally.
